The article identifies problems in the drafting and Technical Explanation of the Pensions and Benefits portion of the Canada-U.S. tax treaty. Errors in drafting unintentionally reverse relief to Canadian individuals with RRSPs resident in the U.S. The IRS fixes it by ignoring the erroneous treaty language.
